It's unclear what you're seeking. On the one hand you say Photoshop but then you say you want to create animal characters (aka puppets in Character Animator). So which is it -- Photoshop or cartoons?
Photoshop is a raster image editor for working with photographs and pixel art.
Illustrator is a vector graphics app which is much better suited to cartoon characters with eyes, ears, arms, hands, mouth, etc... which can be manipulated in Adobe Character Animator to make live action cartoo

I'm not sure what kind of advice you are looking for, but here are a couple of things that come to mind:
If you are new to Photoshop, you will need to learn the basics first. Take an instructor-led training course or watch a tutorial on LinkedIn Learning. Try the one by Julieanne Kost.

It worked after I tried 3 times. I used the old version from 2011.

Hey Charlie,
you have posted the same question in two forums:
If you want to work in vector art, Illustrator would be my suggestion. And there is no one button or option you can select to do what you want to do. You will need to break out the pen tool and draw. Last, with the massive volume of graphics you want to create this will take a long time.
Can we ask; what are you tryint to do and why are you using copyright protected images?
