Dodge and Burn Exposure Settings Have Changed???

Starting appx 3-4 weeks ago, the exposure setting in dodge and burn has become unusually strong. I normally dodge and burn at 1% and the effect would be very slight. 

Now, the effect is suddenly very strong at 1% and it's difficult to use. I'm no longer able to make slight changes.

I'm working strictly in B&W.

Has anyone else noticed this? I'm running Windows 10 and Photoshop 23.2.1

Both tools can be set to affect shadows, midtones or highlights. Is that what changed?

The exposure setting, which determines the "strength " of the dodge and burn, is what is now suddenly very strong.
