I never got around to the 22.5 update. Do I simply now install PS 23, with the assumption that I'll get all the fixes/capability that's in 22.5? Or do I need to install 22.5, then 23?

Photoshop version 23.0 will include the previous fixes along with some others, you can find a list of the fixes here

Just be aware as with any new release of Photoshop there will be bugs as is the case with version 23.0
You can have both versions installed at the same time
