Dot matrix screen to be realised in photoshop

How can I draw a DOT matrix screen in photoshop which is having 128X64 dots in it.

Are you thinking of something like this from Adobe Stock?

The description says it's an Illustrator file, which makes sense, because of the duplication and distribution features in Illustrator that don't exist in Photoshop that would make it relatively fast to create.

In Photoshop, you can draw dots as shapes with the ellipse tool and distribute the layers.

If you mean something else, please clarify.
