Hi

What exact version of Photoshop are you using and what are your computer system specs, I don't have any issues with Photoshop version 23.3.1 on Windows 10 with the GPU enabled.

Have you tried updating the GPU driver from the manufacturers website

Your GPU has only 128MB of dedicated VRAM and it uses shared RAM from your system, also your system only has 8GB of RAM and 91% of that is currently in use

Ideally you should have 16GB of RAM and a dedicated GPU with a minimum of 4GB of VRAM, take a look at the recommended system requirements for Photoshop 2022 here
