Drag a file to trash

On a new iMac I cannot drag a file to trash. It takes 3 operations to delete.

First, I can't replicate any such issue on my M1 Mac. 

2nd, what's this issue have to do with Photoshop?

This is a macOS question, not a Photoshop question. Does Command+Delete still work?
