Dual Problems with Photoshop 24.7

Been trying to solve a pair of problems that are intermittent and seem to occur together. 

1.  When I open an image, it displays in Photoshop incorrectly--PS shows a part of a recently opened image, looking sort of like a collage.  See below. If I use the zoom tool to "fill to screen", the weird collage image goes away and it displays the new correct image.

2. The rotate tool does not function.  Usually these two problems occur at the same time.

I have tried reinstalling 24.7, rolling back to 24.6, and resetting preferences.  These activities help for a while and then the problems come back.

Photoshop 23.5.5 does not exhibit these problems

I am on a Mac Studio with newest Ventura. Graphics processer being used.
