Depends on how close you want to get to the appearance and how many such (presumably) backgrounds you need to create.
• The hard edges of the individual gradient elements may mean one has to work with separate objects or intricate Gradient settings (created manually or via Script) or Brush strokes with a custom Brush.
• The slight bending and varying angles would make individual elements seem more useful.
• The (presumably paper-) structure can be fairly easily emulated with a Pattern Layer with appropriate Blend Mode and Opacity/Fill.
