Ya no aparece en ninguna pestaña o ventana dentro de PSD 2024 para windows

Adobe has been in the process of removing all 3D from photoshop and Lighting Effects is one of the filters that depended on the 3D engine.

If you want fully functional 3D in Photoshop, then Adobe suggests installing Photoshop 22.2
