element size changing from one document to another - even though resolution is the same!

When I copy and paste the same flower from the old doc into a new doc the size of the flower changes dramatically.

It's infuriating as I keep checking the resolution is the same in both docs - and it is...

I'm sure this is a setting issue, but am struggling to find any solutions on line - please help!

Obviously it is not; resolution is not just a number – ppi or ppcm makes a difference. 

Edit: But it’s a mistake that I think many of us have made at some point …
