When I place a EPS file in Photoshop the transparency disappears and a white background is created behind the image/eps. When I open an old file, with the same EPS file it work, but when I place the same file or any other EPS file the transparency disappears. How do I solv this!?

This is still a problem in a version of PS downloaded less than a week ago (September 2023). A pretty big bug IMO.

You can avoid the issue by saving the file as an ai or pdf instead of an eps.
Or, and this admittedly seems like a pretty problematic work-around, open the eps as »Generic EPS« and convert that to a Smart Object.
Or roll back to a previous Photoshop version.

PDF still places/imports with a white background. It's not clear to me why neither EPS nor PDF formats exported from PS don't maintain transparency. (Also, the save vs save as vs save as copy vs export dialogs is an utter mess)

No, you seem to be late to the party.
Just reinstate the old way if you prefer it.
Why would eps maintain transparency? eps would need a Clipping Path to approximate transparency.
Can you post a file and the resulting pdf?

I'm coming back to PS after a long hiatus so yeah I'm definitely late to the party...
But I'm puzzled: EPS & PDF were useful formats for maintaining vector data. Why is a clipping path needed if no background is in the file? Maybe I'm misremembering transparency from PS...
Per another comment: opening the EPS as "Generic EPS" seemed to solve it.

A Photoshop-created eps has no layers, thus no transparency.
Photoshop-created eps and pdf can indeed maintain vector data, but Photoshop is not a good vector-eps- or pdf-editing application.
Converting pdf pages by opening them in Photoshop can destroy significant data.
Have you found Photoshop > Preferences > File Handling > Enable legacy "Save As" yet?
