When Launching the Liquify tool in Photoshop, version 25.3.1, the cursor behaves erratically. It jumps back and forth quickly for a few seconds and becomes sluggish and unusable.
I only work with .psb files. But with those files this happens 100% of the time. I am on an M2 studio Mac with 196 GB of ram. I reinstalled PS, and eased all the preferences and went back 6 different versions and the bug remained.
The only solutions I found.
1. Hold the (I think) option down when launching the liquify tool. This disables the graphic card; the behavior goes away, but it is slow.
2. Place the mouse cursor up to the top of the screen on the grey part next to the P.S. help menu items and leave it there - anywhere outside where the liquify dialog box will appear, I guess, would work. The hit (on a Mac) Option+Command+X. This launches to the Liquify tool, and then you can use the mouse as normal. +X
