Assuming your computer has sufficient free memory to utilize for the application ( https://helpx.adobe.com/photoshop/system-requirements.html ), you can try resetting preferences to see if that resolves the issue ( https://helpx.adobe.com/photoshop/using/preferences.html ). You can also try logging in as a guest or alternate user just to rule out any particular issues with the OS user account if resetting preferences does not work.

if your pc freezes and you have to use a foreced restart, you have an os issue. you should start by uninstalling photoshop:
uninstall ps, including preferences, per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then do you ever see pc freezes?
