Error "no internet connection" by activation of PS CC 2018

I try to activate Photoshop CC 2018 on Windows 8 (ver. 6.2.9200) but every time I get error "no internet connection."

I activated TLS 1.2 in Windows Regitry and checked hosts file but my problem is not solved.

I deleted OOBE folder and emptied SLStore folder.

I disabled Kaspersky Internet Security real time protection for 5 minutes.
