I recently wrote a but about using a wacom and Windows ink you cannot pan the image while selecting. There's also a bug with ESC button not working to end the Polygonal lasso selection with a tablet using Windows INK, which is very annoying. in 95% of the times it does not work. This is with the latest version of photoshop on PC Windows 11, but I assume it is a general problem with all Windows INK.

@donbarrum curious, by any chance did you reset Photoshop preferences? Even though you have uninstall and reinstall, it is worth a shot at this stage.
First save your prefernces so that you can re-use them if you wanted too if it doesn't work out for you.
To open your preferences, Control K and click on the button to 'Reset Preferences.' Restart Photoshop. Hopefully this resolved it! Great! You might need to redo some of your custom settings (workspaces, keyboard shortcuts, etc.).
If the issues still happens, you could re-load the old preferences, by copying the contents of the old folder back into the new preferences folder, or simply delete the new folder and rename the old one back to the original name.
If this doesn't work, I would look into the Wacom Desktop Center. Maybe see if you have the latest driver/firmware for the Wacom tablet and accessories.

This happens on both my wacoms with WIndows INK on both my computers and has been so for years through multiple versions of photoshop and many reinstalls. So I doubt it is my preferences. Do you have a wacom Cintiq?, using Windows INK and esc when using Polygonal Lasso tool works perfectly? I think this problem is very easy for Wacom to reproduce.
I think its based on a similar issue as the space to pan canvas while using polygonal lasso doesnt work very well, which wacom managed to reproduce themselves. - using keyboard while making a selection is just buggy. Its just the implementation of WIndows INK in Photoshop which is not so good.
