Every time I use the shape tool, it will not let me use the fill or stroke option.

I keep trying to use the Ellipse Tool and it won't let me use the stroke or fill tool. I click it but the colors don't pop down or anything. I tried resetting my prefrences but that didn't do anything. I have no clue what the problem is. I just did the same process at my school today and it worked. If someone could help me out that would be appreciated!

Do you possibly have "Path" selected in the options, instead of "Shape"?

If that was set to Path the colours wouldn't be displayed which he says he's still able to click.

Are you selecting the Ellipse tool or the Elliptical Marquee tool.   The former can make a shape, path or pixels.  Only Shapes can have Fill and Stroke.  The latter is a selection tool only.
