To buy Photoshop, my PayPal account was withdrawn twice, one on November 6 and the other on October 29!!!

One withdrawal is 11.89 euros and the other withdrawal is 11.39 euros

But it was not mentioned in your tariff that it will be charged twice!!!!

Why has so much money been withdrawn from my account?

Where and how should I complain?

Looks like you had two subscriptions, and you were able to contact support and a refund was issued.
