Export Artboards completely messed up

The Export Artboard to files options is not working properly. Sometimes it won't export all the artboards selected when exporting to multiple png/jpeg files. When exporting multiple artboards to a pdf file it will either duplicate an artboard and skip the other  selected artboard or export an artboard that isn't selected into the pdf file. I've updated my photoshop to the latest version and the issue still persists. It's extremely frustrating since this feature used to work flawlessly in previous versions of photoshop and now it's just all messed up and it's been for months. I'm on a windows 11, if that helps.

What version numer of Photoshop are you on--I ust want a definition of what is the latest version.

And can you give us a walk through of the steps you take when outputting your artobards?

Hi! My versioin is Photoshop 25.6.0.433. 

I finish my layout and go: File>Export>Artboards to files>PDF/jpeg/png or File>Export>Artboards to PDF. The result is the same on both paths. Selected artboards are not fully exported into the pdf (either one is missing/not exported/one is missing and the second one is duplicated or an artboard that isn't selected to be exported is exported in place of a selected artboard.)
