At the time the problem first happened, I was running very low on memory, running a virtual machine alongside Photoshop. As a result, Windows 11 crashed, and after rebooting, if I click on File-Export on any file, the dialog does not open. I uninstalled Photoshop an reinstalled, and the problem remains. I have rebooted several times, including a full reset while holding the shift key as I click shut down.
I have tried several times on several different types of files, and the dialog never comes up when I click File-Export. There is no error, warning or crash, it's just that nothing happens. Photoshop needs to provide some sort of clean reinstallation feature, if it doesn't already and I'm not aware of it.

Oh, I see. The link that I assumed would tag the post as a bug report, actually ended up taking me to forum bugs instead of Photoshop bugs.
