extensions not showing

i use a 32bit surface pro on win11 - and the latest update of photoshop - i want to use a plugin - but in preferences - legacy extensions is greyed and cant be ticked - no extensions option showing in "window" dropdown and nothing showing in plugins drop down - plugin is a file executed with - installer JSX file ..help?
