Hi,
My system config
Win 11 24h2 (26100.4351)
8 GB Nvida 3050
32 GB Ram
Photoshop 26.8.0
The Eyedropper Tool measures the points differently when they are layered and when they are flat. However, the final output values appear to be correct as false. As you can see in the video, no opacity or fill value is low in the layers, but as you can see, it reads differently. I think this is a problem.

Hey, @label İkitelli. Welcome to the Photoshop Community. Thanks for adding the video & the test file.
I verified this as expected behavior, even with Photoshop v22.2, when you use the Flatten Image instead of the Merge Layer. When you flatten an Image, Photoshop removes the transparency, but when you use the Merge Layer instead, you keep the transparency intact and get consistent results.
