Ferramenta Preencher não funciona no Photoshop

No Photoshop, muitas vezes a Ferramenta Preencher apresenta problema quando uso a Ferramenta Laço Poligonal, mostrando a mensagem "Não foi possível preencher devido a erro no programa.", mas quando uso a Ferramenta Letreiro Retangular numa parte da arte e depois tento novamente usar a Ferramenta Laço Poligonal ela passa a funcionar normalmente. Isso é um erro do programa ou é alguma coisa que não entendi sobre o programa?
