FFT filter disk error message

I am trying to install and use the FFT filter. When I try and use the filter in a document, I get this message "could not complete the fft rgb command because of a disk error". Can anyone help me? I got this on my previous computer and then I just replaced it and I'm getting the same message. I'm usually pretty computer literate but this one is really stumping me so I need step by step instructions. I'm running Windows 7 64-bit. Thanks.

Try moving the libfftwx64_3-3.lib file into the photoshop main folder from the plug-in folder.

That works for me.
