Does anyone know how to make this filter / something similar on photoshop?

You would overlay your image with a Turing, or Reaction-Diffusion pattern. You can get these pre-made, or make them yourself, by starting with a "seed" image, and blur and sharpen it lots of times ( Lots of times!). See https://www.youtube.com/watch?v=NZNl6N7PnF4
