Is there a setting I can choose so that I can float a canvas and move it with the hand tool without moving the canvas's window?

If I understand you correctly you need to switch on 'Overscroll' and that will enable you to drag the canvas while at 100% magnification

I have a feeling Overscroll was introduced after Photoshop CS6. If I recall correctly it was in CC2014 but not on the tools area of the preferences, so if you have CC2014 it might be worth looking at the other tabs in preferences.

Which version of photoshop and operating system are you using?

If you go to Full Screen by pressing the F key you can move the image around with the Hand Tool and "overscroll"
