frame-by-frame animation in Photoshop

Hello, is it possible to add a frame to a video layer in Photoshop. I would like to do both the storyboard and the animation itself on the same layer.

That is, add a frame between the existing frames.

And a new problem. For some reason, Photoshop copies the previous frame, instead of creating an empty one. Did I click somewhere?
