Free Transformation is not allowed.

I want to ignore the ratio and do the free transformation, but if I press Ctrl+t, I can only do the parallel transformation. I can only do the parallel transformation, whether I press Shift or Ctrl. I can check the ratio or legacy transformation on the top bar, and it's the same. It's so stressful. I can't ease my neck up. How do I move one vertex freely?

PS: Why does the ratio change when I press shift? Has the shortcut changed??? I'm dying of inconvenience, so I'd appreciate it if you could also tell me a solution for that.

We need more details to help you figure this out. 

What version of Photoshop and Windows are you using? Were you able to use transformation correctly in the previous version of Photoshop? 

Would you mind sharing a video recording of the issue? 

 

Previously, holding down the Shift key constrained the transformation proportions, but now, the default behavior is to scale layers proportionally without needing to hold the Shift key.
