generate background only works when starting with "remove backgound?"

I've got three products on transparent backgrounds that I threw into a comp in Photoshop to try out the new "generate background" feature in PS. Come to find out after looking it up, apparently, the only way to use the feature is to start with an image, use the "remove background" button, then press "generate background" in the contextual taskbar... Let me know if I'm missing something, but it sure would be nice to generate background without first removing the background...

Hey @Zach25328128z7t0! Welcome to the Photoshop Community. 

 

I can confirm Generate Background is a contextual quick action, i.e., you can get to it only after using Remove Background. 

You can generate an image background from Edit > Generate Image & continue compositing.
