Getting "Cannot Reach the Adobe Server" message. Why?

I thought I had a problem with not being able to access AI Generative Fill in PS.  But now it looks like the problem is I cannot access the Adobe Server - in Lightroom v..0 (on Windows 11.0) or in Photoshop v.25.1.  If I sign out of Creative Cloud, the individual apps show me as logged out.  If I then sign back in through Creative Cloud, the individual apps show I am logged in.  My internet connection is strong.  As far as I can tell the apps are not blocked by my firewall.  Turning the firewall completely off did not fix the problem.

I noticed the problem in PS (also some of the neural filters show a cloud, but do nothing when I click on them) about 2 or 3 weeks ago.  I had never noticed problems in LR until the other day -- but it had been about 3 weeks since I had used it.

Any suggestions?

@Ted Vallejos and make sure Photoshop is listed an allowed in Win Defender settings. A number of users that reported this did not have PS application in the list.
