Every now and then PS 23 tends to glitch when trying to zoom in ( ALT + Zoom drag )... PS tends to resize the image to 0.1% to 12800% on a continuous loop when dragging the zoom tool holding down the ALT.
The only way to get out of it is to restart Photoshop.

I have disabled the usual problem maker settings as recommended from previous posts. Still no luck.

Did you restart Photoshop after the changes?
If you disable the GPU completely does it work?
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
