Glowing Eyes in photoshop

Hello! I wanted to do a mask with glowing eyes in Photoshop but i have no idea how to do the glowing eyes part i already have the mask but it doesn't have the eyes so I'll have to add them myself.  The mask is from FNAF the Marionette one. I need to know how to make the coloured dots (which are the eyes of the mask) glow. I'm very new to Photoshop and i have no idea what to do. So sorry if i don't know things. Here's a picture of what i kinda wanna do (this isn't my picture btw).  If anybody can help me that would be fantastic. But please don't get upset if i don't understand stuff again.. i am very new..

There are many ways to do things in Photoshop so here is one to get you started.

1. Pick the elliptical shape tool

2. Go to the options bar at the top and set it to Shape - Fill White (or whatever colour you want) and Stroke - None

3. Click and drag your circular eye

4. Go to the layers panel and you will see an ellipse layer has been added

5. Right Click on that layer and from the menu that appears select Blending Options

6. In the layer Styles dialogue tick Outer Glow and click on those words so the

Play with the sliders until you get a glow that you like
