Graphics does not update

This has been issue since 2018 and has gone progressively worse. Worked almost in 2019 version. Impossible to work in 2023. versions. Photoshop is unusable.

Graphics is not always updated when layer is enabled or disabled. 
Animation timelines, animation previews are not updated correctly.
Its quite like everything is one step behind.

Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?
