@JayCreation the Hand Tool is working fine for me with Photoshop version 24.4.1 on Windows 10, what exact version of Photoshop do you have, have you tried manually resetting your Photoshop preferences

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
