Hand tool not working (2022)

Hello,

The hand tool won't move my view at all. I usually would press spacebar and click and drag but it wasn't working. I tried to go on the hand tool manually, but it still doesn't work even when I have selected it. I also checked for updates, and tried to reset my preferences - didn't work. How can I fix it so I can pan around the screen with hand tool?

When I click preferences, I don't see a tools option. All I see is Account, Local Storage, General, Import, Interface, and Performance. Any idea how I can get my space bar hand tool to work?

This might be really silly, but I thought I had encountered this (it's 07/24, so I am posting this for anyone else), but I wasn't zoomed in at all. Also, what I was trying to do was move a selected layer, which is actually the "move tool," which is the "v" key. I hope that helps anyone from here on out.
