Hands-on tutorials in Photoshop 2024

I have been trying to use the Hands on Tutorial from the menu in Photoshop using my Macbook Air (MacOS Ventura 13.2). 

When I select it nothing comes up.  I also tried to access the tutorials via the web (Creative Cloud, Learn) using the Begin tutorial in Photoshop option but nothing happens after it launches Photoshop.

I checked that Javascript script setting in Chrome and I have also tried in Safari.

Same.  The Combining Images With Layer Masks with the deer picture does not have the blue popup to "choose the layer mask" and just stops working.  Tattoo one, same.  Bird one fails after we resize.  Frustrating.  Cleared preferences to no avail.
