HDR Android video can't be opened in PS

I have recently used the HDR function on my Samsung Galaxy S21 5G android phone and recorded some videos. I have just tried to open one of them with Photoshop but I got the error "Could not open [filename] because the video file could not be opened".

 

I can watch it just fine on my PC. Even the error message is odd (can't open video file / cannot be opened LOL).

 

I can open just fine non-HDR videos with PS.

 

Any idea?

It is mp4. This same video that I posted with my comment is also shot with the HDR setting on.

I had to convert it with VLC to the same format (mp4) placed in a secondary folder. And now PS opens it.
