okay, I have a blank eyelid to draw 🙂 now the color is fine, I do not know how to do the part that gives the wet effect

One could paint in the reflections or use combinations of Smart Filters, Blend Modes and Adjustment Layers to simulate them.

I have seen the plastic wrap filter used to create a wet effect. Here is one example. Give it a go to see what it can do on a face.
