help my toolbar is in incognito mode!

pls help! I am new to the community, I downloaded the latest version of Photoshop on my laptop but strangely the top application bar appears in incognito mode, I mean that the entire bar appears black but I cannot see the application tools, does anyone know what can be?

Try pressing the TAB key.

If that doesn't work, try resetting Photoshop preferences.
