Help neeeded with an action

I have created an action but there is one step I cannot get to work. almost at the end of the action I need to copy an image and place it on top of what has been done. I get an error stating that the copy function is not available and a hint that states "layers" I tried for two says now to figure this out but cannot. can anyone possibly help me?

Do you have 3 docs open? Is the target doc the 3rd doc?

 

Take a look at the doc you are copying from... What layer is active? Does it have content?

 

Perhaps put in a select all before the copy step?

 

Or use the action panel insert menu item for copy.

OK, so much for guessing!

 

Please provide a screenshot when the action errors with the action panel visible with all steps expanded and visible with the layers panel visible and all documents tabbed and visible.

 

It would help to have screenshots of both the target document and the source document with the layers panel visible.
