Horrible glitching every time I use Photoshop. Help!

Please help, I don't know how to fix this at all and I need Photoshop for my computer graphics class. Every time I open a new or old project in photoshop, it works fine for about two minutes then something happens and it won't let me perform certain actions or do anything. When this glitch happens and I try to move the canvas, it creates millions of glitchy duplicates that fill the workspace. My computer is a brand new Windows Surface Pro 7 with nothing else on it but photoshop. I have no idea why this is happening and have tried so many things to fix it but nothing has worked and so far I haven't seen anyone with the same issue. My professor is not helping me either, so this is my last resort or I will have to drop the class. I hope it won't come to that but I can't see another option if I can't fix this...

I've attached screenshots of what it does when it decides to hate me.

Try enabling this option in preferences and restarting Photoshop to see if it helps
