How can I move the center point when applying this halftone filter?

How can I move the center point when applying this circular halftone filter on an image?

Best thing I can think of (if we're dealing with the Halftone Pattern under the Filter Gallery):

 

Play with the Crop Tool with its "Delete Cropped Pixels" option off on the Options bar. This would require a lot of space to play with as well as a lot of trial and error as there doesn't seem to be any rhyme or reason as to why the center point would move. The only thing I can think of is the original invocation of the filter is used as the basis for any changes.

This filter set is pretty old and hasn't been updated in awhile. Wouldn't mind seeing some kind of update for the set so we can get more creative with it rather than jumping through hoops to get it to do what we want.

 

ON EDIT: Forgot to mention: You should do this with a Smart Object so you can go back and forth non-destructively. I forgot to mention it because I'm a moron.  lol
