How can I replicate this effect?

I've been seeing this trend lately of melted crayons/wax/ psychodelic colors merging together. How did they do this? is it a 3d program? is it photoshop? it looks 3d but if anyone knows how to copy this like the image let me know. If there's any good tutorials, I wouldn't even know what to call it.

that does look really cool--and it looks like it was created in a 3D program. You might want to look into Adobe's new program called Substance 3D.

Your example does look like it was created in a 3D app, but you can get a similar result with Adobe Fresco and a multi-color brush.
