I'm trying to paint a photograph on a copy layer. I want to have a continuous sample of the colors in the photo. I don't know how to do that on the ipad. Is there a command

You can't do that. You have to keep selecting the colors. I don't know the ipad version but on the desktop we call this a smudge painting. You use the smudge tool in a blank layer and you can paint with the photo underneath.
