How do I create a 8.5 x 11 printable multi page photo grid

I need to create a 2-3 page photo grid. I have 16-18 photos with text below each photo.

I think I have the 1st page. I dont see where to add a 2nd page.

Photoshop doesn't really think in terms of “pages” in the same way as a true multi-page document application like Adobe InDesign or Microsoft Word. What Photoshop (and Adobe Illustrator) does have are artboards, so you can create additional artboards within your document.
