How do I disable screen dimming while using Wacom Pen in PS?

I've noticed something very annoying lately. I didn't have this issue before. 

Scenario: using layer mask to remove part of foreground image. Using the brush tool, painting black.

Issue: While painting, after a few seconds the screen around the brush tip dims. Once I lift the pen, the screen brightens again. If I use the mouse (which I never do for painting) I don't have this issue. I've checked Wacom settings and windows ink settings. I don't actually use windows ink so this shouldn't even be an issue.I've never experienced this before now. 

 

Tools: PS 23.3.1, Wacom Intuos S (PTH-451) with latest driver (just updated today just to be sure). Win 11 Pro, 22H2/22610.1.

I finally figured out what it was! It's a feature in PowerToys called "find my mouse" hehe. The default method of finding is to do this make this annoying "spotlight". I've disabled it now and all is well wih the world again.

I can only guess, but I suspect it is most likely to do with Windows 11.

Very likely. I've gone thru all of the settings that could relate to it. Hopefully, it's worked out soon.
