I have PS v.24.4.1 and avoid updateting to the newer version. That's because, first, the last time I update, the app bug all the time. Second, I despise their push on AI.

There have been a few threads about unwanted and recurring pop-ups recently, at least some of which seem to have been resolved.

And they do not affect all users to begin with. 

 

I doubt that the Marketing Division is deliberatley annoying customers (at least in such a way) and that the recurrence or lack of a permanent-removal-option for such pop-ups is more than one of the usual mishaps that occasionally slip into the released Photoshop versions.
