This is maddening. Each time I launch Photoshop to 'try' to learn it and work with a picture, everytime I mouse over any image I get the moon brush. How do I get rid of it?
I don't think there is anything wrong because you have the brush tool selected and that will show the shape of the brush in place of the regular cursor when hovering in the document area. You can make the brush size (cursor) smaller/larger by adjusting the brush size using the left/right bracket keys.
Your brush size is very large (2955 px) in relation to the size of the document, so the brush cursor
takes a large portion of the document.

Hi, select another brush in the brushes panel, close Photoshop, reopen it.
Is it the only brush loaded? please show us your brushes panel.

Try resetting your Photoshop preferences. Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (macOS) immediately after launching Photoshop. You will be prompted to delete the current settings. You can also reset preferences upon a quit if Photoshop is running by going into General Preferences>General>Reset on Quit.

pressing and holding Alt, Control & Shift in Windows did nothing. I was able to use the Reset On Quit method which worked.

Another thing you can do is to right-click the Brush in the options bar (not Tools panel) and choose Reset tool(s).
When you set options for tools, such as brush size of 2955 or type that is centered, Photoshop remembers those options across time and across documents or until you reset them. It's something to remember when a tool does not work as you expect it to.
Another tip: if you are planning to paint with the Brush tool, it's a good idea to create a new layer first (Layers panel). Painting directly on your Background layer as you are is destructive.
If you don't want to paint at all, select a different tool.

hi @tonymuffin looking at your screen shots - you actually are on the brush tool, which is why you are seeing the brush preview of the selected brush preset. Try selecting the hand tool when viewing to hide the brush. There is nothing wrong with your Photoshop.
