How do I recreate this brush?

Hello, I have been trying to recrate this brush I saw from this post www.instagram.com/p/CEonsMHgGNt/?hl=en I am mostly interested in the dynamics of it, especially how there are multiple instances of one brush being rotated from one point.

From what I read, he uses the mixer brush. Could anybody point me in the right direction?
