How do I stop all Adobe related background tasks from running, when I am not using Photoshop?

As the title suggests, I do not want any Adobe background tasks running when I am not using Photoshop. Those tasks should only be running when I am actually using your app.

If I install Photoshop onto a Windows machine, will all users on that computer have Adobe tasks running in the background, or just the user who installed it?
