In Adobe Bridge (or Adobe Lightroom Classic), you can select multiple files, switch to the Metadata or Keywords panel, and apply metadata to all of the selected files in one step. Both applications also let you create metadata templates, so that in one step you can apply multiple metadata fields to as many files as you select.
The only tool that comes with a Mac that might do it is Apple Photos, but it is not convenient for this and doesn’t offer many metadata fields.

Adobe Bridge is generally the place for this, however, Photoshop scripts can add metadata to one or multiple files.
Metadata Templates (static content) created in Bridge are also available to Photoshop via File > File Info:
